Anne Heitlinger is responsible for overseeing a growing portfolio of affordable and market rate multifamily housing financed with various combinations of private activity bonds, low income housing tax credits, 501(c)(3) bonds, and market rate mortgages, along with Section 8 housing subsidies. Ms. Heitlinger also assists in analysis and strategy support for new property acquisitions, and has oversight of the resident services program.

As Assistant Vice President of the National Housing Trust, Ms. Heitlinger also assists the NHT-E in its efforts to preserve affordable housing in the Midwest and the Eastern United States. In this capacity, she collects due diligence materials from owners, develops project concepts, performs financial feasibility analyses, runs detailed pro-forma and operating budget analyses, and prepares loan and/or grant applications. This work is done on behalf of NHT-E, and on behalf of clients such as resident groups and/or non-profit organizations interested in purchasing federally assisted properties to preserve them as affordable housing.

Ms. Heitlinger has over ten years experience in housing and community development, including program development, affordable housing finance, loan/grant administration, research, and program evaluation. Prior to joining the Trust, she was a Housing Analyst for the City of Alexandria, Virginia, where she administered the City’s CDBG and HOME programs, as well as the City’s Housing Trust Fund. She ensured compliance with federal regulations and program guidelines, staffed citizen committees, and served as department liaison to local and regional housing groups.

She has worked for the Greater Minnesota Housing Fund, a statewide funder of affordable housing, analyzing funding proposals for multi-family housing developments and homeownership programs. In this capacity, she worked closely with the Minnesota Housing Finance Agency, local public agencies, USDA Rural Housing Services, developers, and community groups to increase the supply of affordable housing in Minnesota. She coordinated project review and implementation, presented funding recommendations to the Board of Directors, and provided technical assistance on developing funding proposals and available housing resources. Ms. Heitlinger administered an affordable lease-purchase program, evaluated the Minnesota Housing Finance Agency’s property improvement programs, and co-authored the report “There Goes the Neighborhood?” published by the Center for Urban and Regional Affairs. Ms. Heitlinger has a Masters in Planning from the Humphrey Institute of Public Affairs at the University of Minnesota.
