Cathy Conger is an Assistant Vice President for Multifamily Housing with the National Housing Trust/ Enterprise Preservation Corporation (NHT/E). Ms. Conger is responsible for performing financial feasibility analyses, structuring and assessing financing options, evaluating due diligence materials, preparing financial proposals and overseeing the renovation process. This work is done on behalf of NHT/E, and on behalf of clients such as resident groups and non-profit organizations seeking to purchase federally-assisted properties for preservation as viable affordable housing resources.

Ms. Conger has five years of experience in affordable housing. Previously she was a project manager with Arlington Housing Corporation (AHC) where she managed the development of Virginia Gardens Apartments, a 9% LIHTC property that consisted of 36 renovated units and 40 new construction units. Ms. Conger also worked on locating, acquiring, and financing other properties in Arlington, Virginia. Prior to her position at AHC, Ms. Conger was a consultant with Urban Ventures in Washington, DC. She worked with nonprofit organizations in Maryland and Virginia to help them identify and apply for funding sources, such a HOME funds and LIHTC, for the development of affordable housing.

Ms. Conger has a Masters in Business Administration from the Yale School of Management and a B.A. in Art History from the University of Virginia.
